I play otome games for the romance. There are a couple of otoge with great story which I couldn't handle. I guess too gruesome plot with not-existing romance is not for me.

Hakuouki for me it was a good idea from japaneses to make girls learning japanese history more interesting and easy. I don't like so much history (because is a memory assignature) but if you put nice and handsome boys, it's not too bad, right? Games like Hakuouki with real (and so fictional) elements are good and interesting. Both are good! Just depend of the person and his likes, not?

I think there should be a good balance between story and romance. On one hand, I love and respect otome games so much exactly because they often have interesting, creative stories. On another hand, when a game focuses on a story too much, like in Hakuouki, I don't feel satisfied. I guess, I'm not the only one, because a lot of Hakuouki anime and DLC focused on romance were released over the years after the original game.

Actually I'm all for good plot and character development.

Regarding Hakuoki, my main problem isn't the lack of romance, but its information dumping narration. It's really irritating to just read reports of historical facts without any political, cultural, and social implications. If Otomate wanted to deliver a historical lesson, they should move MC around more to simulate a somewhat genuine experience of living in that era. They clearly failed in the romance aspect, but I can't say they achieved their intended goals either. In brief, what Hakuoki lacked was actually good world building imo.

Moreover, there wasn't much plot to Hakuoki tbh. They tried hard to make MC's origin somewhat mysterious, but never put in enough efforts to give it any significance, even in the newest release with extra routes. Moreover, Shinsengumi struggles to support the pathetic shogunate were all scattered amongst routes, but everything was too predictable when the narration passively reported historical facts. This is a result of MC's passive freeloader role in the Shinsengumi. Everything she knew either had happened or couldn't be changed.

I think games with thick plot but little romance aren't neccessary bad, as long as there is some character development (for better or worse lol). Black Wolves Saga Bloody Nightmare barely had any romance in Mejojo's and Auger's route (I don't count involuntary BDSM as romance lol), but the backstories of those love interests really left a lingering impression long after I had finished. I like it, but I understand it isn't for everybody.

Games with lots of romance but little plot/ character development aren't my cups of tea... like Kissed by the Baddest Bidder and most of Voltage's popular titles.

However, my taste could be uncommon amongst Otome fans, as I actually prefer the best Visual Novels to the best Otome games.
