"The limit for avatar is 150x150px, cinemagraph can be used." is a bad comma splice. Not all comma splices are wrong, but this one clearly is. Use a full stop instead.
Also, it should be moved to a new rule, as it's about a different thing from what the first sentence is about.

I suggest this:
