The protagonist, Kisaragi Akira, is a genius but amoral and manipulative bastard of a scientist who created secret weapons for the Shinshuu Himuka Imperial government in a Great War----cyborgs, modified humans with superpowers geared exclusively for war. Some of those modified underwent it gladly, some unwillingly. Secret weapons do not win a war, however, and after the Empire's defeat the few surviving cyborgs went to live quiet, obscure lives under the Allied occupation, led by the country of Washingtonia, as it disarms Shinshuu Himuka and renames it to Japan. Dr. Kisaragi himself was put under house arrest. However, the Allies soon decided that it needs to scrap the cyborg program entirely and erase its existence to create a new form of soldiers that would bring about a peaceful new world order, and Dr. Kisaragi, his life threatened and his life's work gone, is on the run. He seeks refuge with the cyborgs he created, who are all struggling with their lives in different ways---and earns their protection in return for one thing : "All of you are abominable beings with no place in this world, but only I will make you needed again."

Between Dr. Kisaragi's plans and the three forces trying to capture them---the Allies, who wish to capture them and bring about a plentiful new world order with a new kind of soldiers, the northern Volks Federation army who has created even more advanced cyborgs and planned for world conquest, and the remnants of the old Imperial Army who haven't given up on reviving their old imperialist dreams, peace appears fleeting and gunfires are on the horizon once more. And the cyborgs have no choice but to trust their fate to the judgments of the man they should hate as they plunge into another war, this one their own.
